NMC DRAFT TEQ REGULATIONS 2024
The Draft Teachers Eligibility Qualifications in Medical Institutions Regulations, 2024 (TEQ-2024) was issued by the National Medical Commission (NMC) in January 2025. This draft regulation aims to standardize the qualifications and experience required for faculty appointments and promotions in medical institutions across India. Stakeholders and the general public are invited to submit their objections or suggestions within 7 days of the draft’s publication in the Official Gazette of India.

Requirements of Publications for Faculty Appointments and Promotions
1. General Guidelines for Publications
- Publications are required for promotions to higher faculty designations (e.g., Associate Professor and Professor).
- Only specific types of publications are considered eligible:
- Original papers
- Meta-analyses
- Systematic reviews
- Case series
- Publications must be indexed in recognized journals such as:
- Medline
- PubMed Central
- Science Citation Index
- Science Citation Index Expanded
- Embase
- Scopus
- Directory of Open Access Journals (DoAJ)
2. Publication Requirements for Different Posts
a. Assistant Professor to Associate Professor
- Number of Publications: At least two publications after being appointed as Assistant Professor.
- Authorship: The faculty member must be among the first three authors of the publication.
- Publications must meet the indexing and content criteria specified above.
b. Associate Professor to Professor
- Number of Publications: At least two additional publications after being appointed as Associate Professor.
- Authorship: The faculty member must again be among the first three authors.
- Publications must adhere to the same standards as for Assistant Professors.
3. Transition Period Criteria for Publications
- Faculty appointed during the transition period must meet the following publication requirements:
- Two publications in the new specialty during the transition period.
- The publications should comply with the NMC norms and be indexed in recognized databases.
4. Special Notes on Publications
- Research publications submitted for promotion must reflect substantial contributions to the field.
- Review articles or non-indexed publications will not be considered for meeting these requirements.
Eligibility Requirements for Faculty Appointments
1. General Norms for Faculty Appointments
- Eligibility Criteria:
- Faculty qualifications must align with the prescribed requirements in Tables 3A, 3B, 3C, and 3D of the regulations.
- Recognized qualifications with changes in nomenclature will also be considered eligible.
- Maximum Age Limit:
- The maximum age for appointments, extensions, or reemployment is 70 years.
2. Dean/Director/Principal Positions
- Qualifications:
- Must possess a recognized postgraduate medical degree.
- Require 10 years of teaching experience as a Professor/Associate Professor, with at least 5 years as a Professor in a medical institution.
- Restriction:
- Cannot serve as Head of Department but can head a unit.
3. Senior Resident Requirements
- Eligibility:
- Must have completed postgraduate medical qualifications (MD/MS/DNB) in the relevant specialty.
- Upper age limit:
- For most specialties: 45 years at the time of initial appointment.
- For non-clinical subjects like Anatomy, Biochemistry, etc.: 50 years.
- Senior Residency positions are tenure-based and cannot exceed 3 years.
- Relaxation:
- Individuals directly appointed as Assistant Professors in Government Medical Institutions before the publication of these regulations do not need Senior Resident experience.
4. Relaxation for Non-Teaching Consultants/Specialists/Medical Officers
- For Assistant Professor:
- Must hold a postgraduate medical degree.
- Require 4 years of experience in a 220-bedded teaching/non-teaching government hospital.
- Must complete the Basic Course in Biomedical Research (BCBR) before eligibility.
- Basic Course in Medical Education Technology (BCMET) to be completed within 3 years of appointment if required for the specialty.
- For Associate Professor:
- Must hold a postgraduate medical degree.
- Require 10 years of experience in the relevant specialty in a 220-bedded teaching/non-teaching government hospital.
- Must complete the BCBR prior to eligibility.
- BCMET to be completed within 3 years if required for the specialty.
5. Promotion and Research Requirements
- Promotion:
- Subsequent promotions to higher designations (e.g., Associate Professor, Professor) are governed by Tables 1A and 1B of the regulations.
- Research Publications:
- Only original research papers, meta-analyses, systematic reviews, and case series in indexed journals (e.g., PubMed, Embase, Scopus) are considered.
6. Equivalence for DNB Qualifications
- DNB qualifications in broad and super specialties are considered equivalent to MD/MS and DM/MCh respectively, provided:
- Training occurred in a medical institution with a 500+ bedded hospital.
- For others, an additional 1-year Senior Residency is required for equivalence.
7. Transition Period Criteria
- For specialties lacking adequate faculty, individuals with related qualifications and experience/training can serve as faculty temporarily during the transition period.
8. Special Provisions for Armed Forces
- Assistant Professor: Requires 1 year of teaching experience.
- Associate Professor: Requires 5 years of teaching experience, with at least 4 years as Assistant Professor.
- Professor: Requires 8 years of teaching experience, with at least 3 years as Associate Professor.
9. Research Norms for Faculty
- Publications must meet indexing standards in journals such as PubMed, Science Citation Index, Scopus, or Embase.
10. Norms for Foreign Qualification Holders
- Professionals with postgraduate qualifications from recognized institutions in the UK, USA, Canada, Australia, and New Zealand are eligible for faculty positions, provided:
- The full duration of training occurred in the respective country.
- They meet country-specific requirements (e.g., FRCS, CCST, residency certificates).
Eligibility Criteria for Medical Officers for Faculty Appointments
1. General Eligibility for Medical Officers
- Medical Officers, Consultants, and Specialists working in Government Hospitals can transition to teaching roles under certain conditions.
- Relevant criteria apply for both Assistant Professor and Associate Professor posts in broad specialties.
2. Eligibility for Assistant Professor
a. Qualifications and Experience
- Must possess a recognized Postgraduate Medical Degree in the relevant specialty.
- Should have at least 4 years of experience working in a 220-bedded teaching or non-teaching government hospital.
b. Training Requirements
- Must complete the Basic Course in Biomedical Research (BCBR) before becoming eligible for appointment.
- If required for the specialty, the Basic Course in Medical Education Technology (BCMET) must be completed within 3 years of appointment.
c. Promotions
- Promotions to higher designations will follow the criteria outlined in Tables 1A and 1B of the regulations.
3. Eligibility for Associate Professor
a. Qualifications and Experience
- Must hold a recognized Postgraduate Medical Degree in the relevant specialty.
- Require at least 10 years of experience in the specialty while working in a 220-bedded teaching or non-teaching government hospital.
b. Training Requirements
- Must have completed the Basic Course in Biomedical Research (BCBR) before being eligible for the post.
- If required for the specialty, the BCMET course must be completed within 3 years of appointment.
c. Promotions
- Subsequent promotions to Professor and other higher designations will follow the criteria specified in Tables 1A and 1B.
